Dumb question: So it's okay to re-drill holes through the fiberglass/ABS? Is there any sort of special technique? I definitely don't wanna screw this part up and have to start over. Thanks! There's no way I'm paying more for registration than I did for the moped.

So, my moped has never been registered. I live in California. What should be my first step to handling this? I've tried searching around online, but I still don't have any clear answers.
