Doesn't sound like cdi. Petcock, fuel filter, fuel tank cap, and carb needle valve control fuel flow. Carb flooding very common, especially if petcock is original. The petcock and carb needle valve work together to level out fuel flow. While you're waiting on petcock, get out a drill, q-tip, and metal polish or toothpaste, and clean that needle seat.

If it's the original peacock, sounds like the problem. Believe it's the 14mm - eBay aftermarket is touch and go - I've got an extra for an 85 with a filter if you need it. Might be worth a quick check of the tire beads to make sure they are seated properly - that can definitely cause a wobble

I believe the 3rd wire is normally for the warning light which some scoots have.

Rather than "deleting" the oil tank, seems like I read that folks use it to carry oil for mixing at the pump. If you could run a line from the tank to an on/off valve that is easily accessible, then you could just carry your 4 oz measuring container and have plenty of oil whenever needed.
