Once it boggs down and stops, you should check the spark, it seems unlikely it's electrical, but you should eliminate it as a source of the problem. I would look at the crank bearings and, more specificly, the seals. First, check for any play[movement] of the rotor. You can just grab it and try and ...

I had a scooter shop back in the '80's and I would have to say the Aero 125 was probably the least reliable scooter that Honda made back then. As well as the low-speed jet, you must make sure the low-speed circuit passageway is free and clear.

The rounded end of a fairly stiff feeler gauge works well.
