I drive mine all over town where I live. It helps if there's an already strong scooter/motorcycle community, since then people will be used to two-wheeled traffic.

Seriously, at some point in time, someone will come up with a spree engine/intake/exhaust problem that you CAN'T use seafoam to help do minor maintenance with. Use seafoam. Use it often.

Early on with my Spree, I had this problem happen suddenly after dinking around with the headlight. The wires can pretty easily knock out of place if you don't thread them back into the turn signal channels like they're supposed to be once you put the signals back on. We don't need titles in MI, but they might in TX, the laws vary significantly from state to state. For example, in some states they still require the presence of pedals.

Also, check your back tire. It sounds like exactly what happened to me when I popped the inner tube on my back tire and I didn't realize it for a day or two.

By my understanding, it's treated exactly the same as a motorcycle.
