What's this wheel really worth?

Is it normal for Ebay parts to have serious amounts of rust? I recently bought a front wheel for my 86 Spree from Ebay. No tire. I paid $20 plus shipping. I haven't been pricing Spree parts, so I'm wondering if the price is excessive for what I got. The comments said: SOME RUST IN THE INSIDE AND ARO...

I don't have a clutch spring compressor, but I'll see if I can rig something up and check the pads. What are other symptoms of low end power problems? I can get up to about 30mph on the flat, and maintain 20 up a long hill on my 10 mile commute. If I can trust the gas gauge I'm getting around 50mpg ...

Got the new front tire mounted with a new tube. I decided to try the talcum powder first, then soap if that didn't work, but the powder did the trick. Now I just have to find my manual for the instructions on removing the rear wheel...

I want to clarify that I am not considering riding on a bike path, which here is competely separate from the normal roads. The bike lanes I am talking about are a two-three foot wide lane next to the gutter marked by a solid white line to separate them from the other traffic lanes.
