Do you have the original airbox in place with the lid attached and a good, clean air filter in place ?
What do you mean when you said "new carburetor"....is it some Chinese item from ebay ?

Sounds like it is getting hydro-lock with fuel in the cylinder. Could be it also has a crankcase full of fuel from leak-down when sitting...very common. The starter motor will not turn over engine when this happens. Not sure about rebuild kit, but a cleaning might be all it needs. Here's a LINK (fro...

My Express(1978 NC50) came with a exhaust that is rusted through the pipe.
It can be fixed, but I would buy your GOOD pipe.
What do you have ?...and How Much ?

If it starts, but won't hold a good idle, it's almost always the idle jet plugged. If it starts and has a run-away throttle, then there is an air leak, OR throttle slide has been installed 180 degrees off. Be aware that the air filter and airbox are critical to proper running on these tiny engines. ...

BTW, your Spree is going as fast as a new one.
Getting a Spree to 35-40 mph takes some doing.

Hello and welcome Mr. Tortoise. The bolts you are seeking are very specific to brake levers, and cannot be described easily by size.
