Sounds like an air leak possibly. Make sure the air filter lid is on tight and look for any cracks in the filter box and tube going to the carburetor. Look for a tight connection on the inlet and side of the carburetor and make sure the mounting bolts on the intake manifold are snug. I'd start with ...

Hey thanks guys! great help and advice! ok, now this is going to sound a bit ridiculous, but do i need to lay the spree on its side while I do this, and fill entirely with 10w40, or do it with the scooter standing up, so it will be about 1/3 full if I fill it to the drain plug? Bear is right on the above the float is adjustable check out service manual or maybe he can post up the correct measurement. Not sure how much adjustment can be made considering the float is plastic but I will see what I can do. I may or not have at a vacuum leak around the carb but it only does the cut out now that I took it off this last time I have had it off plenty and have never run into this problem. Maybe I didnt ...

Had a similar issue with my 85 spree dying when I would hit bumps. Adjusting the float level seemed to help as now it will only die if I hit a big bump. Does it have a vacuum petcock? If so maybe there is a leak in the diaphragm allowing gas to run down the vacuum hose into the intake manifold.

You would be better off with a CV carb this big. CV carb? :confused: would a 28mm carb help? A CV carb has a normal throttle valve, but the slide is controlled by the a vacuum diaphragm. This makes the engine only see as much the carb as it can handle. CV carbs are used on Quads and 4 stroke scoote...

The electric starter doesn't even spin? Are you applying one of the brake levers while trying to start it to activate the safety switch?
