It could possibly be a faulty float valve. Maybe intake pipe is leaking? Maybe as simple as your fuel cap vent being clogged. Are your choke wires attached securely. Dirty air filter? Bad Gas? Have you cleaned the carb and jets? Just a few things to check out. Where are the choke wires located? Pic...

use an Impact Drill and have it turn the normal way to get the nut off (Counterclockwise).

Besides just putting the needle in w/o putting it in the slot, I don't see how ANYONE can put the float back together wrong. NO OFFENSE to anyone who has though. PM me if you have put the float back together wrong, I'd love to hear how you managed to do that.

What EXACTLY is the problem with the carb? What screw? Did you get the pipe for the right year? All screws (after the carb is off) can be tken off with any normal screw driver.
