what is the problem with doing it when i already bought an extra so that if i mess it up i can just put the original back on and recycle the one i dremeled. is there a very high chance that if i do it to an extra part and put it on for one test to see if it worked that it would completely ruin the r...

Based on your expressed skill level, I'd leave the dremel alone. You'll do more harm than good. Best mod for that scooter is changing out the ramp plate. That's good for a few MPH and only runs ~$40. That's the only mod I did on the last 1987 I built. i got the ramp plate already just been waiting ...
