It does sound like your bystarter is working ok from your past posts. Could it be possible that when the bystarter closes, your scooter is running too lean? Trace the melted wires on your wiring diagram. If one of the melted green wires is the one between the regulator and ground, then yes, it would be an indication that something abnormal was going on with the rectifier/regulator assembly. Check the voltage on your headlight too. It looks from the schematic that the tap driving the lights and bystarter is directly on the alternator, which would mean it's not DC.
