From what I can see, that sure looks like the float bowl drain hose, the screw in the lower part of the float bowl is loosened to drain the bowl and tightened for normal running operation. Good news !! Somebody must be producing pistons/rings again, since Ebay right now has plenty of pistons for sale. Last year it was close to impossible to locate pistons or rings. Last year I bought one new piston just to get the rings, now it seems there are several to choose from.

No, even though the carb dip of today is much weaker than it used to be, the risk of plastic damage is high.
I would give it a quick blast of aerosol carb spray, followed by a quick blast of compressed air. I have done that many times, was able to get the screen squeaky clean without any damage.

The tank can easily be removed and shaken upside down to get the fuel out, rinse with some clean fuel. The petcock has a fuel filter screen on it, clean it off and it should stop most large particles. Pat is right about checking fuel quality and fuel screen ( on inside of petcock) then applying vacuum to the petcock to see if fuel flowing is another great idea. That picture that mousewheels provided is great, that orifice shown is almost always clogged. The scooter will be extremely hard ( if not impossible) to start when that tiny hole is clogged. Did you clean out the orifice that feeds fuel to the bystarter ? It is less than .016" but must be open to provide fuel to the bystarter. It is located in the float bowl cover.

I used to hone my own cylinders, until I found a local motorcycle shop that does them professionally with a honing machine, they charge five bucks.
I cannot buy a hone and get professional results for $5.00 I suggest to contact your local motorcycle shops for an estimate.

The CR125 piston I bought has the ring stop pins in the wrong spots, the ring gaps would drop into the ports.
