Tested it without the gas tank cap. The problem didn't show up. Will drill a hole tomorrow then make another run.

The AF18e came from a Dio and Dios have their tanks in floorboards. And no, Dios don't have vacuum nipples in the manifold. that petcock needs constant vacuum. Thats what holds it open. The crankcase cycles from positive pressure, to negative. Thats causing that diaphram to open-close-open-close-open-close. Ok. I already removed the strainer completely when i replaced the petcock, though it was not that filthy when i took it off. Good point on the float and gas tank cap.

Can I just drill a small hole in the center of the gas cap? Isn't it gonna vent gas out?

So reopened the carb and made sure to see light through all the passages specially the pilot hole. Still no good idle. I suspect its really the bad compression(???)

Sound like your pilot jet is clogged.... this is typically the 1st orifice to be impeded - as it is the smallest. It is the small metal tube (copper looking) adjacent to the main jet.
