I have a decent 94 ELITE s 50 cc got it in pieces..have to replace rings..any advice on clutching..anything to make it go faster would be great...THANKYOU!!!..is this a dio motor..?

Hello..I just purchased a 94 elite s..what can I do to make it go faster..reasonably?..and I have two honda express nc50..one is 1978..one 1980.. 400 miles on both..is there anything I can do to them to make them go faster than 25..they need talc..and were stored for 20 years..I've been fixing these...
