Can you suck air by mouth through the slow jet, yes or no? The hole that should be clear is at the very top end of the slow jet and it points straight up. I think the slow jet is removable in that carb. Look at the workshop manual at: http://www.motorscooterguide.net/Manuals/Honda_NH80_1983_Service_Manual.pdf Look at section 4-6 on page 40. When the engine is idling at 1800 RPM and you screw the air screw (gently) all the way in, does the engine stop? If it doesn't, then your idle circuit is blocked.
