Try revving the motor with the blinker on. Likely not enough power to activate the blinker relay on battery power alone. mine is the same but with the motor idling, the alternator provides just enough power to make everything work properly.

Belt width limits are 11.5mm to 10.5mm minimum. Don't worry about the cover being difficult to remove. Two dowel pins and the starter bits make tough.

Had a similar rattle on a spree I bought a while back... Pulled the kick cover and the clutch bell retainer nut came loose and was rattling around inside the cover relief! Inspected the clutch that looked more or less fine and reinstalled the nut. All is well now and the rattle is gone.
