Have you inspected both crank seals? If unregulated air is entering the cylinder, the revvs will hang before it settles down. This inspection requires the removal of the variator on the belt side and the flywheel/stator assembly on the other....special flywheel removal tool required..about a $4 tool.

If you have cruise control, theres something not letting the throttle slide return to the bottom when you let off. Maybe something binding in your grip? Maybe a dry/sticky or kinked throttle cable? Maybe the slide spring is tired? Just gotta get that thing sliding up n down like butter when you blip...

Its best to have the airbox removed and LOOK into the carb venturi to get a visual on the slide. It should be able to slide smoothly up n down when twisting the throttle grip and coming to rest all the way down while leaving a very small opening for an idle condition. If its truly an 86’ then it must be an Elite 80/125/150. The 50cc models offered by Honda in 86’ was an Aero, Spree and Gyro. Please specify which motor youre asking about.

Yes, there should be an o-ring gasket at every connection. You must be talking the end of the carb that attaches to the INTAKE...not the air box. Keep in mind, that plastic spacer can also be mistakingly installed upside-down! If this mistake is made, the center hole of the plastic spacer would be o...

That small chip is not the culprit. If fuel levels in the float bowl ever get low enough (even at wot) for that chip to become an issue than you have issues delivering fuel to the carb...ie: obstruction in the fuel line, clogged in-tank filter, stuck float needle, etc.. Some people swear by a chemic...

Spree wiring harness works great with Elite motor swaps. You will just have to swap out a few connector plugs. Very simple.
