Revs fine on the kickstand but doesn't rev under a load. Very slow take off but starts pulling from 15 up to 25mph where it tops out

I just purchased a 1987 spree. The machine has no low end pull and doesn't start pulling until about 15mph. I took the carb apart and clean it and made sure it had a #65 main jet. I replaced the plug as well. The stock air filter does have a hole in it so I've ordered a new one. Any advice and guida...
