You should definitely use new rings in that sort of situation. Also do your absolute best to figure out where that metal is coming from. You don't want to go to the trouble of fixing everything only to have it all happen again. Are both the clips still on each side of the pin? Don't forget to re-hon...

The painted plastic seems to be a type of ABS, but I can't get my ABS welder rods to stick. The tough foot panels and bumpers - are these LDPE? That's always been my assumption, but hard to confirm without proper analysis. I think aging and UV hardens to ABS surface over time on these older scooter...

I always hand sand with a block. Its too easy to take off too much plastic with anything else. I start with 150 sandpaper for the rough work, then go down with wet-or-dry, finishing with 600 grit wet sanding. I'd figure on at least 2 cans of sandable primer and 3 cans of color. If you are checking the compression, an old mechanics trick: Add about 1 teaspoon of (2-stroke) oil through the plug hole. Turn the crank a couple of times to distribute the oil, then retry the compression check. After doing the check turn over the engine with a few times with a rag in the plug hole...

And to add to that, you could try searching www.boats.net or Google for the parts number. The last 4 digits represent the jet size
i.e. 0680 is a #68
