To check you would have to dismantle the linkage and place a rod through the 2 holes at the end of each fork and check with a square against the fork edges. If it sits at 90 degrees to the fork arms the linkage/shocks are the problem.

That has the trailing link front fork with an external shock on each side? If so, either the link arm bushings are unevenly worn (or one could be seized) or one shock is slightly longer than the other due to wear.
