You'll need to replace that intake manifold(boot). Its not just getting vacuum for the petcock that is the issue - an intake leak like that will mean the mixture will be much too lean for the scooter to even start.

Like Turtle, I think that piece is polypropylene rather than ABS. In that case the MEK will not work and plastic welding would be your best bet.

Maybe you were trying to fit it with the spring from the idle speed screw or the mixture screw?
By "cylinder", I assume you mean the emulsion tube. There is no spring anywhere near there.

it still sounds like a battery issue to me. That's what I would think except that he has tried it jumping with his truck battery too. Its hard to imagine that a normal Spree or Elite starter could kill a car battery. Then his truck battery would have to be really bad, and surely he would notice tha...

Then by process of elimination I would say its probably the +ve wire between the relay and the starter. Maybe it got melted somewhere along its length. Are you quite certain that its plastic. It looks more like powder coated metal from the pics you posted. Whether its plastic or metal, the best way to repair would be to use a sleeve joint.
