Thanks for advice about starter clutch. I have examined the fuctioning of this thing by supporting it with the cover off and it seems the cogged wheel on the starter clutch doesnt "pop" out far enough. The larger cogged wheel on the motor is tight and is far back as possible on the shaft. ...

The problem is that the small cogged device that loosley fits onto the starter motor cog and engages with the large cog on the motor that has the belt that drives the back wheel cf clutch only engages very rarely.. so wont start.
