You do realize most states have other restrictions on scooters than just cc limit?

Ex:
Maximum Speed
Maximum HP
Transmission type
Passenger limits, etc.

As other have mentioned:

Fully unrestrict the stock engine
Change main jet to 78
Tie the oil pump 1/2 open
Install variator of your choice
Install 9.8:1 gears

For the time and money you'll have into building your own (and most likely looking rather crappy) you will be far better off to just buy a ready made pipe. They can be found for less than $100 in good used condition.

Thanks everyone, I'll try and get some finished product pictures tomorrow.

It is a CO2 laser with an 18" x 18" travel bed. I believe the kerf is about 1/16" :2thumbs:
