Yes the bystarter is on the wrong side of the venturi. It's for an Aero or Elite.

Still starts first kick, this time after sitting over a week, although it did threaten to stall before reviving. Also still likes some throttle when starting a warm engine. ...

Greetings: If storing the scooter for a long winter, I recommend draining the tank completely, then run the engine until it stalls. A dry carb won't gum up over the winter and require a carb cleaning. If you do get a fuel shut-off installed, measure out some Stabil and put it in the tank to preserve...

If the symptoms appeared suddenly, it sounds like the alternator has failed. (or a wire connection - hopefully) That would explain both the 10-volt reading on the battery AND the headlight not working. Good luck with the alternator.
