I had the same set up with the pulley mod, a milled head, and a 68 jet. Wouldn't run. The intake system needs some restriction. So does the exhaust in my opinion. Try the pulley mod and fire clean the exhaust. Those were the most significant contrinutors to my 35 mph.

No, I took off the chambered pipe I made. There is a picture a couple pages back. I don't think mine worked as well as Noise's did.

I took my pipe back off and went back to the stock fire cleaned pipe. Way more mid range power and it stioll pulled me right to 35. I still may license this thing, I can't decide. It's still pretty fun to cruise around on.

Riding a scooter has marginal value to me. It was worth about $200. I paid $150 for the scooter. I'm over $200 already, and it will cost me nearly $200 more to get it licensed in Texas after all is said and done. That money won't come back. Define 'work'. I have to use foot power to get it going fast enough to where the engine can actually start to accelerate the thing. Even then it climbs very slowly to 15 or 20. Then it kicks in and takes me to 35 or so. I don't like it, it's coming off. I saw 37 once. That's as good as I'm going to ...

I'm not worried about the breaking part, I won't run it this way for very long. So more length will help, huh? Do you have a picture of your latest with this expansion chamber? Do you think this negates the pulley mod?
