Greetings: A "fully-charged" battery won't have much power if it's more than 5-7 years old. The battery charger will show Green, but the energy stored in a sulfated battery may not be enoughto throw the relay, much less turn on lights and crank the engine. Amal/Arreche made a carb for the stock Honda intake dimensions, but it's been a long time (2008) since I bought mine from a German or Dutch vendor. Might still exist but it'll take some luck to find one. Consider a 17.5mm or 19, no bigger.

Yeah, now that you mention it that check-valve might be the more likely culprit. I haven't seen an oil pump in so long, I shouldn't try to diagnose one.

I believe the optimum idle speed is 1800RPM, not 900. Otherwise Bones is correct.

Greetings: If the head-pipe is still even partially restricted by the washer remnants, a 78 will be too much jet. The mixture will be excessively rich, which fits with a top speed of only 38. That scooter should break 40 easily if the power was unimpaired. You could be fouling the plug with too much...

No oil belongs in the belt cavity what-so-ever! Is the "new" belt greasy? It and the pulleys at both ends must be dry for the belt to grip. If the inside of the clutch drum is slick, it will cause the same symptoms. Without pics it's hard to say.
