I've seen a few "mopeds" (not scooters) that have been converted.
Makes sense to start with a bike that already has a swingarm instead of an engine case that serves as swingarm.
Much less to engineer.

Is there an easy way to tell if the exhaust is a "P" or "non-P" version? Generally, a restricted pipe will have a smaller diameter head-pipe that maintains the same diameter the entire length, whereas the "hotter" pipe will have a stepped diameter from head to muffler....

I strongly advise against buying a Chinese replacement carburetor. In nearly ALL cases, the original carb can be cleaned and will perform reliably if done right. Chinese-made clones are sketchy in quality and often do not run well. Another thing you should do is replace ALL the fuel and vacuum line...
