Rev the motor some with the meter on the batt, should go up significantly, actual # should be in the manual. Go through the charging system with a DMM and compare to what the manual sez. Try momentarily shorting the big wire side of the relay with a pair of needle nose pliers or similar. If you get a big spark but no movement, something is likely jammed, no spark at all, wires are open somewhere. You could probably just use an ohmmeter as well.

Runs fine but no idle is often a clogged pilot jet. Could be bystarter issues if it starts and idles when cold but not warm.
