The Green and Black/white-stripe connection is closed when the ignition switch is off. That is what turns off the engine.
The other two wires are Red (Battery +12) to Black (Switched +12)

One dollar a ball - that's expensive! Parts callout is a std ball bearing size. Take one with you to a good hardware store, bike shop or online. Manual says not to take it apart. If yours is bent, then get a replacement. In my case, there was grit (last owner had an air filter failure) in the reed preventing seating. The flasher is load sensitive. Like you have found, if there is no battery, the battery is low on change or wead. (can't turn over engine, or turn signals light but dim) the flasher is stuck with the lights on. If you have a bad bulb, connection or ground to a turnsignal, the flasher reacts the same...
