The upper one is either a vent (shouldn't be blocked off) or the oil injection line, and the lower is the bowl drain. You can ignore the oil injection IF you premix.

Nope, it has to be the float/needle valve. That is what cuts off the fuel from the fuel tank to the carb. If that's not working, fuel will continue to flow.

Take out the float and shake it. If you hear gas sloshing in it, it's bad. Replace it. It'ls sinking and opening the needle valve.
