From your statement,..logic tells me that the float bowl vent is blocked, creating a vacuum that the fuel cannot overcome.

I've seen a few "mopeds" (not scooters) that have been converted.
Makes sense to start with a bike that already has a swingarm instead of an engine case that serves as swingarm.
Much less to engineer.

Is there an easy way to tell if the exhaust is a "P" or "non-P" version? Generally, a restricted pipe will have a smaller diameter head-pipe that maintains the same diameter the entire length, whereas the "hotter" pipe will have a stepped diameter from head to muffler....
