That rubber might have blocked fuel flow...I figured from what you described that your petcock was bad. Try running with a temporary fuel source and I bet it will run. Make sure that the rubber pieces didn't make its way into your carb clogging up your jets.

Those numbers are mm...it is slightly different not by much though. Let us know how it goes when you install that belt.

Running premix doesn't do harm to your engine unless you are not adding enough oil.

Here is another link I found that lists the belt size as 745mm x 15mm. I saw a few others as well. That seems to be the size I am seeing listed. This goes with the size that was written in the repair manual I downloaded.

If you cleaned out the carb good and right it Could be a bad petcock. Try running the fuel from a different tank temporarily to rule it out.

The actual size of the belt is 745 mm x 15 mm...I found one on eBay. I Worked on it today. I did the belt change, cleaned the grease out of the variator (there was a ton of grease),changed the rollers ( lots of flat spots on the ones I changed). I already changed to a 90 jet. My Aero is doing 45 mph...

Anyone know where I can purchase a belt?

I finally got my 84 Honda Aero 80 on the road. I did a ton of work to it. I rebuilt the carb, changed the brakes and tires, replaced the whole fuel system( gas lines and filter). These scooters came with heat controlled bystarters. This would control the choke automatically and when the engine is warmed up it would shut down the choke. Did the modification use the existing bystarter?
