I do have the original gasket on the case. The kick starter does not seem to be binding, and the regular starter seems to be working well. No, I don't have one yet, but I tried it at different tightnesses, and for it to spin better the bolt needs to be obviously too loose. Any other possibilities besides the torque?

TIme for updates! The case of the stuck screws has been solved. Yesterday after a few more good taps with the hammer they each gave way. I think sitting with the WD-40 for a few days helped. Exactly, it will twist for more throttle but does not return back to idle position. I think the spring in the carb is good as I actually just replaced it with a new one as part of my rebuild.
