If that clutch is slipping, it should be getting really hot. You might try running the scoot around for 10-15 min or so at WOT, then quickly pull the LHS cover. If the clutch is slipping the outer ring should be noticably hot (sizzle.)

If you used WD40, make sure to get our the excess, you don't want that flung onto the belt. Use a compressor. Mine had the same problem.

I can vouch for the oil thing. I mistakenly ran marine oil in one for about 5-10 miles. Made a complete mess out of the topend and plug. Switched to 2T injection oil.

Manual recommends nothing over idle for bleeding the oil system. I guess the engine is fine for the short duration, a few minutes at most. You want to disconnect it to verify oil flow. Better idle a few minutes w/o oil than drive it around at WOT without it.

It's just how they work. The oil catches the dirt and crud. Lawn mowers use a version of this. They're a cheap filter, and cleanable. Make sure to wring out the excess oil.

Pull out the starter gear assembly (not the starter) and make sure that the gear to the starter ring is moving in/out.
