hey mike. check your float level... too high will caue your exact issue.. lower it a 1/2 a mmm and see if it fixes your problem i dont think you have a jetting issue Okay...good stuff HR59...and seems to make sense. Still still trying to figure out why eng runs so rich. Starting to think fuel bowl level is OK and bystarter may the the issue. Float level is probably okay, agreed. Did a test where a vacuum pump is attached to the bystarter air inlet. Can you show us a pic of where you have attached the vac. pump...

I agree with both previous posters...SKIP the Spree. To find a GOOD candidate scooter for modification, you'll need to be vigilant in watching the market. I know nothing about your specific model.
My first thought is this: the switching for both items is on the same control handle.
Maybe a fault there.
Second: yes, ground wire faults will cause all sorts of issues. usually very weird.

You didn't mention petcock. Your issue is probably slow fuel delivery. Petcock can be the culprit. Try taking vacuum hose off at the carb and sucking on it to see if fuel is flowing strongly or not. Also, try this...run it until it dies, then open the drain screw on the float bowl to see if any fue...
