I assume you changed out the gas? Old gas makes whitish smoke. Smoke could also could be a dirty exhaust or maybe the oil pump is letting past too much. You could pull the oil line and calibrate it (best to use premix while doing so) or maybe its running too rich at idle due to stuck or unplugged by...

Could be that the bearings have gone bad on the starter motor. More drag = more amps required to spin the motor up enough to engage the starter gear through centrifugal force. If it turns out the terminals and connections are OK, its possible to replace the the ball bearing at the front of the start...

How about doing away with the manifold vacuum completely and just hook up a small low pressure electric vacuum pump to the petcock? Wire the pump up to something that's live when the ignition is on. The timing is pretty much fixed on these things - unless the cam chain was installed incorrectly. Much more likely to be a valve clearance issue.

Try spraying starter fluid around the rubber manifold while the scoot is running. If the engine speed changes its leaking. Even the rubber on the aftermarket needle looks grainier. You certainly have to give credit to Honda (or is it Keihin?) on the quality.

Did you hone the bore before fitting the new rings? Do a compression test, then add a teaspoon of 2-stroke oil through the spark plug hole. Retest the compression. If it goes up you probably have a poor piston ring seal. Try to re-hone the bore if not done before. If the compression reading does not...
