It's almost warm here in England so will get my Cagiva Navigator out for a picture along with the Vision soon. Did you by any chance take pictures of the old / new variator ramp plates side by side?

It's quite likely that there's a fair amount of carbon built up inside which would account for a few MPH, but the big clue is '30MPH' printed on the ID plate. I think that I must have the UK equivalent of an Elite, apologies for the earlier misdirection. Mine has a Variator as opposed to the direct drive of the Spree.

Just wondered what kind of top speed is normal? I have a 1985 Honda Vision (UK) and it seems to top out at 25-27mph according to the speedo. Perhaps the bystarter is jammed? If you let it idle for 5 mins does it run ok then? If not maybe you have a jet blocked in the carb.

I'm guessing the bystarter was causing the rich running, did you try the 18mm belt back on? From a 2013 Dayco catalogue, the DIO belt is 18mm standard from 1991 onwards (p/n 7173).
