I took a Fluke 8012 DMM to an '87 Aero regulator, and got some weird readings. They didn't match the manual. I need to verify the regulator is working before I post anything. Its a low cost way to make the headlights/instrument lights and whatever else like the bystarter only be powered when the engine is running. It saves a relay or electronic switch. Efficiency wise its good too, it avoids regulation losses.

Trace the melted wires on your wiring diagram. If one of the melted green wires is the one between the regulator and ground, then yes, it would be an indication that something abnormal was going on with the rectifier/regulator assembly. Check the voltage on your headlight too. It looks from the schematic that the tap driving the lights and bystarter is directly on the alternator, which would mean it's not DC. I think you mean 'auto bystater' here by the context.

It gets power from your headlight circuit. You will not find voltage across it with the key 'on' *unless* the engine is running.
