YES!! Absolutely! The Met stem itself needs ZERO modifications to fit the 87' SE50. It has the same height as the original, same thread locations, bar height, etc etc. Its like it was MADE to go on this frame. Yes, tried that. Theres a slot in the sa50 brake hub that needs to mate up with the fork protrusion. Shimming on that side is not possible for this reason. Sounds like we need to take one to a 3d scanning place to have it scanned. Then converted to an STL file so the printer can do its magic. Scanning/converting fee looks to be a couple hundred bucks.

Try a speedo cable from an sa50 elite. They have a longer neck/stem. The inner cable is square on both ends. So, I bought a cable from Taz for an SA50 elite like you suggested and it arrived today. Im down. Two of three bikes are torn apart at the moment for Winter tinkering/tweaking. Also, all 3 top out at around 40mph currently so that's a factor also. Lets put something together!
