Fuel starvation, it will normally go to top speed immediately, then stumble down. You're describing a lean carb at 3/4 to WOT. You need to check the condition of the main jet and emulsifier tube. Ive had a petcock go bad in couple different ways. No flow, constant flow and the ever frustrating (and toughest to diagnose) intermittent flow. I recently acquired a Suzuki FA50 in decent shape and not running. Got it running within five minutes of getting it home. The problem is that it doesnÔÇÖt go past 18 mph. ItÔÇÖs derestricted, I put an aftermarket air filter on so I currently need to rejet because itÔÇÖs running lean so IÔÇÖm waiting for a bunch of jets to come. The Keli variator is on itÔÇÖs way too which I decided on just for the sake of cost over the others.

I donÔÇÖt know if your carburetor has a fuel air mixture screw because that would be characteristic of a pinned down screw but if not idk.

Jeez sounds like a bad day. I would assume the stock muffler must be fairly damaged so I would go with an option other than fixing that.
