Take off the transmission level check bolt (the 12mm bolt). Oil should come out. Check the condition of the oil, (dirty, water, small metal shavings,etc.) Could be a bad bearing in transmission. I just rebuilt one for about $12.

Sounds kind of like a petcock issue. If you are getting gas out of the vacuum side, it will need to be replaced. Could be bystarter not working. Try those. Good luck

While idling, pull the oil line off at intake manifold. The RPM's will increase. Put your finger on the fitting on the manifold and it will idle down. Check to see if oil is coming out of the oil line. Oil should come out of the oil line slowly. If no oil, you may have air in the oil lines or pump o...

Assuming that you have CLEANED the slow jet, main jet, emulsion tube, bystarter hole in carb bowl, etc.and you don't have any air leaks, it sounds like you may have a crank seal issue or maybe the reeds.

Go to auto parts store and borrow what you need. Ask for help if you have local friends or motorcycle shop. The splines on the end of the crankshaft are most critical. Bonesv is sooooo corect. If you reassemble and don't line up the front pulley with the splines....you'l be looking for a crankshaft.

Small oil leak is pretty normal when you remove the side cover on a Spree because the back two bolts (the 50mm and 55mm) help secure the transmission cover. A small amount of oil will leak from transmission and leave a couple of drops on the floor. Once you tighten the cover, the drips should stop.

Check for continuity between the blue/yellow and green wire of the pulse coil. Should be 50-200 ohm. Make sure that all wire connections are good.

Looks like Meatball pretty much covered it. Maybe check timing (CDI, woodruff key on crankshaft). Or crank seals? Sometimes the pulley side comes out for some reason.

With water in the crankcase "for a good long time", I would be concerned with the condition of the crankshaft and connecting rod bearings. When it does start, if you hear a scraping or metal rubbing noise.....(IMO) you'll need to replace bearings. Hopefully you get lucky.

Ok, now that you've cleaned the carb 5 times, you just entered the next level of carb cleaning. The hardest two areas to clean (in my opinion) are the ones you've mentioned.
