I have worked on dozens of Honda Sprees and don't usually see them move a little when running, I would pull it back out and just double check, usually there is an o ring and I believe the rod attached to the pump is suppose to be well connected to it, as I've saw some before that just fall out. Hope...

Sounds like a fuel issue, definitely start with the fuel petcock located under the gas tank in the front. You can test this by pulling off the bottom line (Vac) and using one of those fuel line testers as I don't recommend sucking on it! If I were you, since these sprees are so old, most of them hav...
