Low test is fine (87,) but since you only need 1/2 gallon, you could run premium. The only thing it will hurt is your wallet, and it's extra protection against detonation. BTW, the correct airfilter is available at the Honda shop, preoiled, for $3-$4. Not worth you time even cobbling something up.

Do yourself a favor and find someone with a compression tester and check the compression yourself b/f you haul it into the repair shop for a ring job. It's a quick test that should clear things up for you.

It's not adjustable. You may have a worn out shock absorber. I weigh the same and have noticed the same thing.

Is there a bolt up shock absorber that would work on this that is superior to the stock item? For example, would a shock absorber off a Elite 50 or 80 work?

There's no variator, or variable transmission. You can swap motors with a 50cc Elite made after '87. Not sure if a variator off another model will bolt up.

Take it easy on the starting fluid, you can easily melt the piston on these. If it won't start the idle jet's not clean. The Spree has a rev limiter to keep the motor from overspeeding. It will sit at 8000 (I believe that's the redline) for quite awhile.
