As I mentioned in the other thread go get the moped it is clean and looks like it is in great shape, those mopeds are hard to find here in that condition.

The throttle cable can be pulled on to cause the carb to be in a opened position which will make some bikes hard to start I'd take the panels off and see if you can get some slack out of the cable by checking the way it is routed so you can still leave it on the stand, which is the safe way of doing...

As far as I know that is a normal thing for the Spree to do being the electrical system is a so-so. Another alternative would be the turn signal bulb wattage is a little to high and is using a little more power then it should be so make sure you have the correct watt bulb.
