YES...that oil inlet is pulling air into the cylinder...a very bad thing...block it off.

I strongly advise against buying a Chinese replacement carburetor. In nearly ALL cases, the original carb can be cleaned and will perform reliably if done right. Chinese-made clones are sketchy in quality and often do not run well. Another thing you should do is replace ALL the fuel and vacuum line...

Fuel will ONLY flow through the line when engine is cranking or running. It takes vacuum from the engine in order for the petcock to open and allow flow.

I would begin with a very close inspection of the carburetor internally. Cleaning and verifying all the jets and passages as open and flowing. Checking the jet sizes and recording what i find. Then the gas tank and petcock, checking for rust and debris. Clean and de-rust if needed, and then install...

Take a photo of the lines as they are now.
Remove the lines to be replaced.
Take the lines to the auto parts store, hardware store, or moto store and match them up with new lines.

I can confirm that the engine serial number is AFTER the year 2000,
but could not determine exact year.
Regarding the carburetor, I should think that swapping the old carb and intake to the newer engine
would be a good option to solve your issues with both air leaks and cable connection.

Yes, your 15w40 will be okay for the gearbox. Most Honda scooters specify 10w40. Do not use 80/90w.
