When nothing came out when you drained the float bowl, that is pretty good proof that there is no fuel in the float bowl. Either your fuel line is blocked somewhere, or the vacuum petcock on the bottom of the gas tank is not working or there is no vacuum in the line to the petcock that opens it. Als...

I would say to find the purpose of that port with some study, before capping it off. If it leads into the float bowl above the level of fuel in the bulb, it might be a vent, and probably shouldn't be blocked off.
