Bent front wheels are pretty common. Sometimes means fork is bent too, so you should check that. You can see the wobble by putting the bike on stand and rolling front wheel; it will have a spot where it goes to one side or other, consistently on same spot. I've had little luck fixing bent wheels... ...

As Wheelman said, a lot of options online. I'd buy a pair of tubes and some motorcycle tire irons and replace them yourself; it's not difficult work. The 2.75 will fit; it gets close to the fork in this case.

If vacuum is disconnected and plugged off the petcock is likely faulty. I'd replace it; new ones are <$10 on Ebay last I checked.
