Have you run into anything? The rim could be slightly bent.
I've also over filled a tire and the bead never really seated against the rim and caused a wobble.
Or if it sat a long time you might have a flat spot on the rubber itself

My experience with those symptoms is the carb seals are dried out and it's sucking air there. That would also allow the gas in the bowl to evaporate and have to refill when you crank it. You can get carb rebuild kits that include all of the seals.

Two screws will split the whole housing open. Inside there is a switch held on by one screw. There is a spring in there. Looks like you can access it if it fell out.

I'll go look at the switch and see if the return spring is accessible without much tear-down.
