Specs are in the FSM available on this board in that section. SA50 is around 60 Ft.-Lbs, likely the same on the Spree. A dab of Blue Loctite and 50 should be fine.

If there's fuel in the float bowl, a petcock problem seems much less likely. Check engine compression. Check for spark while you're at it. These engines do need the valves adjusted once in a while and it's such a PITA that a lot of owners just watch the engine slowly lose power and die.

Stock is 68? Go up a size at least if you're not running the stock airbox. Your bigger problem will be the Idle circuit. "Jet size" is pre-determined by whoever drilled the carb at the factory and cannot easily be upsized.

Honda specs are 1800 for idle speed on AF series 2-strokes. Check your rear pulley bearings - the ones that let the driven pulley free-wheel on the clutch shaft. If they're "sticky" it might cause the symptom you describe on the center stand.
