Need Help with yoyo idling on rebuild

I just got my spree running but it wont hold idle yoyos and surges sometimes.Please help

Clean the carb.
Check the air filter for crud/oldness.
Clean the carb again.
Make sure the petcock works well and replace fuel lines if you feel like spending the money.
Then clean the carb again.
