painting technique & parts removal

Hey everyone, well, im gonna be paintin my spree. my first set of questions is...
1. Do i sand and prime the plastic?
2. Ill be using spray paint (krylon plastic) do i just go over it real lightly with a few coats?

the next questions have to do with taking the bike apart
1. ive taken as many panels as i can off, but i cant see a way to getting the front fender and plastic under the handle bars off.... how?

with the fusion, dont sand. remove decals and go over with some wax/grease remover.
